Short answer: no exchange is risk-free. Here is what Google says, and what this one does differently.
Google's spam policies name "Excessive link exchanges (‘Link to me and I'll link to you’)" as link spam. No exchange can make a link risk-free, and LaunchPact doesn't promise rankings. What the chain changes is the pattern: links run one way, between related sites, placed by hand in real content.

For your first 3 days in line, links come from sites with Authority at least yours − 5. If none is free by then, the closest founder in your topics links to you, so a range nobody meets never leaves you waiting. Widen it to −10, −20 or any Authority to get links sooner.
The same two sites are never paired twice, and you never link to someone who linked to you.
Miss the deadline and your domain pauses while the founder waiting keeps their place. 2 misses in 60 days blocks rejoining for 30 days.
If a link you received comes down, you jump to the front of the line. The founder who removed it loses 10 Karma and owes a link.
Don't like a match? Skip it with no penalty, and block domains or topics you never want to link to.
Every link is a normal dofollow link in real content. Nofollow, sponsored or ugc links fail the check.

It can be. Google's spam policies name excessive link exchanges ("link to me and I'll link to you") as link spam, and no exchange can guarantee a link is safe. LaunchPact never creates direct swaps, never pairs the same two sites twice, matches sites on topic and puts one exchange link per piece of content. That avoids the obvious reciprocal pattern; it does not make any link risk-free, and there are no ranking guarantees.

Links always come from sites in related topics. For your first 3 days in line they come from sites whose Authority is at least yours minus 5, and higher-Authority sites can always link to you. If none is free by then, the closest founder in your topics links to you, which can be a lower-Authority site. You can widen the range to get links sooner. Authority is LaunchPact's 0–100 score, not Moz DA or Ahrefs DR.
Yes. Every link has to be a normal, followed link inside real content. A link marked nofollow, sponsored or ugc fails the live check, and the give doesn't count until it's fixed.
